I think it's a good thing. You can always pull over for a call, unless it's a freeway.
Far too often you saw people so engrossed in their mobile conversations that they couldn't possibly be paying proper attention to the road & other traffic.
Obviously talking to a passenger or listening to them talk on their mobile can be distracting, but at least a passenger can yell out if they see a possible hazard, a function a mobile on its own doesn't have.
